As the title says really. 17 invulnerable save is invaluable asset and a must take if legal.
I know it degrades over time but that is just more book keeping and in effect its much harder than the hardest armour in the game. Sorry its just too powerful.

I dont know of any power or armour in the game that is even close to being so dead hard! And its not a balance issue any faction can take it. I am just saying if a thing is an auto include for all players that want to be competitive its too over powered.

As is its more book keeping, and it makes warlords more similar across the board.

Actually, you don't have 17 Armour, it just can't be reduced. If you have, say 15 armour, that's the value you'd be rolling for. But no matter the damage of the gun it cannot reduced below 15 until ABA drops to 14.

At least that's how I see it (though clarification from Prodos would be great).

I don't think that's how it works. You can't roll lower than the impenetrable armour, it's a special rule so it should override the basic rule of armour stat, even if it's lower. So your armour is (17), (16), 15(15), 15(14) and so on until they say it's not like that in some errata/FAQ.

That's the thing. It's a special rule that states that armour cannot be reduced below the given value (as stated in the Rule Book), it does not say that the model's actual armour becomes that value. All it means is that your opponent's weapon cannot affect it in any other way than inflicting an unmodified wound effect.

I'm afraid I'll have to hold on to my viewpoint until a Prodos representative drops by and tells me I'm wrong.
By all means, I may have been reading into this incorrectly.

Seriously, its not.

You have 17 Impenatrable armor on the FIRST HIT. Shoot the warlord, he saves, now he has a 16 Impenatrable armor... next save, only a 16. I can take a squad of 5 Armored Chasseurs, and hit him 10 times in the first turn (15 if I rapid fire), and knock that impenatrable armor down to 10 or less in a second. Your just not shooting the guy enough.

I would much rather have the Shield (Impenatrable armor 14 to the front). And just keep my warlords back against a wall.
