As the title says who gets to remove casualties, the attacker or the defender?

The attacker targets a specific model, not a unit - so the models that is targeted and dies is the model removed, regardless of who physically removes it from play.

I expect you're probably a 40k player and have gotten this bit confused :)

In WZ:R its all about models acting individually, and less about unit actions as per 40k

To hijack Jokens post slightly because it's a natural follow on - the rules state that you can target who you want beyond 12" away, but assume that relates to targeting whichever SQUAD you want, not model, and the closest model in the squad would die first - otherwise you'd have players shooting 'through' models of low value and picking on the heavy weapon specialist hiding at the back, for example.

In which case, model positioning becomes completey redundant...

No, target priority is on a model by model basis. The term "squad" has no meaning when targeting things. Heavy weapons gunner is an impossibly dangerous job in WZR, but there are plenty stuff you can do to protect your weapon specialists. Place another model directly in front of him to count as hard cover and when moving him, run from cover to cover. If your opponent still wants to target him directly he'll do so at -4 RS or even more if you manage to get some other obstacles in the way. Also check if your faction can use any skills or cards to make it harder for the enemy to hit your guys.

Iiiiiiinteresting. So you can cherry pick who you want, but at a disadvantage. Makes sense, but it does lead to other questions such as of a missed shot hitting the model in front if the differential would have meant hitting it on an unmodified shot, like in Battletech.

No, there are no rules for that as of now. If you miss, you miss altogether. You could always house rule it with your friends though if you want to play it like in Battletech.
