As the title says what does 'Piercing' mean in game terms?

What is the game effect difference between 'Piercing P' and 'Piercing A'. Is it just fluff?

There are several types of weapons, piercing, blast, plasma, maybe something else, I don't remember. Oh yeah, Rail. Certain weapon types are more or less effective on different armor types. If you look at a units armor, it will say something like Blast -2. That means that a blast type weapon will be more effective against that unit as their armor doesn't protect as well against it. A lot of dark legion unit actually get a bonus if they are shot at with plasma weapons. As for the A or P, I don't remember what those mean. You'll have to look them up in the rule book.

Most basic troops have a negative modifier if shot with blast. And as a Capitol player, remember that all of your M50 assault rifles have grenade launchers. If your opponent has some of his troops bunched up, start dropping grenade templates on them. He'll end up with a -4 to his armor. -2 for the weapon strength and -2 for blast.

(p) means pistol, the weapon may be used as a CC-weapon.
(a) means Auto, the weapon may not be used in CC at all.

As everyone said. Each weapon has both an amunition type and a weapon type. Ammo types are Piercing, Blast, Plasma. Most armors will have modifiers like SuperKevlar (Blast -2), so when you get hit with a Blast shot, your armor is two less.

Then you have weapon types which are (P) Pistol, (A) Auto, (S) Special, (H) Heavy, (G) Grenade, and (R) Rail. The rules for each of these weapon types can be found in the Armor Section (p. 48 of the DOWNLOADED version of the rulebook).
