Post subject:  Praetorian Behemoth unstoppable mass

hey folks couple of questions here if anyone can shed some light,

1) does Unstoppable Mass count as a movement action or could i, for example, turn2burn 1 resource for an extra action point, spend one to move 5" and then activate unstoppable Mass to move a further 12"?

2) if this is a movement action does it not automatically breach the movement rule on pg. 30, "no model may travel more than twice its movement value per game turn in total regardless of Action used."?
