Will Capitol and the other unlocked factions ship with the rest of the starters, or will there be a delay?

I was hoping for an answer by now. It will be the deciding factor weather I support the KS or not.

I believe they have stated that if Capitol is unlocked it will be out with the rest of the initial factions.
Unfortunately, Imperial doesnt get the same love.
